As described in the doc only on the real desktop you can see the icon IF the user running the service has desktop interaction. In a TS env. That means that you need to use the TS client of Win2003 and the TS server of Win2003 and use the TS client with the /CONSOLE option. And still the user running the service needs desktop interaction (I think this is only possible with the SYSTEM user)
