I've asked our DBAs if TNSPing is sufficient to tell if the database is
up and running, or if an established database connection would be
better.  Without doing some testing, they can't remember, but think
there are a couple possible situations where TNSPing will succeed but
the database isn't in a usable state.

Currently Servers Alive is able to do an Oracle check by using the
Oracle
OLE objects and doing a login to the Oracle db.
