This is not caused by the Atom but by the harddisk draining the power
causing
the noise. A floppy drive does the same when it's starts to spin or step.
Replacing the SAM powersupply with a PC one or using a different power
supply
with the harddisk will reduce it.
An addition trick to reduce noise is to replace the L3 coil near the SAA
soundchip
with a diode as  I discribed in a Blitz article. Can't remember which issue
though.
