2 options: 1 - limit people who can change stuff to trusted people (not nesc a few .. but just to people who are more "known")
2 - let anyone do it and possibly risk it getting screwed up I expect there will be quite a high proportion of people who can edit text... i'm not talking about just 1 or two :)
