What Version of Perl are you running? I also am
using Win 2k Pro to run the Sambar Server and all works well. ActivePerl 5.8.0.805 here.
I am no Perl Guru, but I am having no
trouble with what I have here. I am still learning the potentials of the
Sambar Server as to the fine points.

I installed 5.3p on my development server and
uploaded a working site, making all the appropriate DNS changes. I do
a lot of Win32 compiled CGI apps and I configure them to run out of the
/cgi-bin/ directory of the local domain (alias). Interestingly, all
the SSI calls to these apps work fine, but they all fail (can't find
"prog.exe") on the server. The executables are there, and even a
simple "Hello World" type test app fails.
I reinstalled 5.2p and used the *exact* same
configuration parameters and everything run perfectly.
Any ideas? I see the new option "Run CGIs
As...." but the development server is Win2k Pro, no DC on the
LAN.
I'm stumped. :(
