Thanks Peter, but these are not PERL scripts.  They are all compiled Win32
EXEcutables.  I also tried using the cgi-win locations (although that was
never necessary in previous versions) but the results are the same.  I
looked at the configuration for both 5.2p and 5.3p side-by-side and they are
the same.

Check your confi.ini and see if the perl line is pointing to the right
