After you install Sambar as service in the standard way ntserver -i

Try:

Make two .bat files:

one with line: net stop "Sambar Server"
one with line: net start "Sambar Server"

With windows Add Sheduled Task or Sambar Cron, you can shedule first the stop and then 
after some little time start again.
