Im not sure I understand you about the localuser spoofing.. but I know one thinks... I cant see any idea to use a external spam database on the server if it dosent work as it should... then its better to make a routing rule to put onknow mail adresses in the spam folder. but this aint the best way.. Alot user still get a lot spam where there is no MX record, user adress or the senders mail adress aint the same as the one in the body / header or what ever its is..
