Restrict relay IP means, these are the IP addresses allowed to relay.. 
Leaving blank
simply means none.. There was an issue that tod had fixed a while back that if
require auth and restrict relay were both on, and an IP address existed in the
restrict relay IP section, then neither restrict relay nor require auth 
were inforced.
What is your mail server ip address, if not the same as your email you used for
this list? I will test it for you.
