Windows 98 might be your problem.

I'm using NT5 (win2k) server and it works fine. I have pointed out in the
past that Windows 98 is not built to process network requests. This might be
the problem.
I have had some funky results with 98 and Sambar for the limited time I used
it.

Pages display fine when I use IE.

Pages display fine when using NS 6.1 and http instead of https

I kinda like Sambar, but this is a serious problem.  The server
is running Win 98 SE.
