Is this the definition of anuShTup, or all Slokas?
Can you please explain the meaning?

Just for the record, and to help others like me get familiarised better with
the rhythm of a mandAkrAnta metre,
A good example of this metre is the popular dhyAna Sloka:
(8) (7) (7) (5)
g g g g l l l l l g g l g g l g g
SAntAkAraM bhujaga-SayanaM padmanAbhaM sureSam
viSvAdhAraM gagana-sadR^iSaM meghavarNaM SubhA.ngaM
lakShmIkAntaM kamalanayanaM yogihR^ddhyAna-gamyAM
va.nde viShNuM bhavabhayaharaM sarvalokaika-nAthaM
(I use 'Sa' to mean ITRANS 'sha' as it feels closer to our (telugu)
pronunciation of that letter)
BTW,
guru (g) = (big) a letter with more than one mAtra (e.g., kaa, kI, ke, kaM)
laghu (l) = (small) a letter with one mAtra (e.g., ka)
mandAkrAnta = manda+AkrAnta = slowly advancing
aakrAnta = approached , frequented , visited, overcome, overrun,
overspread with,
(passive voice of aakramaNa)
meghaiH mandAkrAntaH AkASaH = Sky slowly covered by clouds.
