Thanks for sending the full text of Mallinatha's commentary.
The prose order given by him is -
ucchakaiH nijaniketaM adhiruuDhayaa pavanaavadhuutavasanaantayaa ekayaa tat nagaraM
maadhave upayaati pataakayaa vihitopashobhaM iva vyarochata .
The relevant portion means - when maadhava was comimg to that town etc.(that town)
shone.
So the town also becomes the subject of the predicate shone.
If the words "that town" were repeated before vyarochata it would have become an
uncessary repetition.
I do not know whether this answers your query.

As you know there are many mahaakaavyaas in
Sanskrit. But five of them are famous and are
referred to as panchamahaakaavyaas.
They are -
Raghuvamsam of Kalidasa
Kumaarasambhavam of Kalidasa
Sisupaalavadam of Maagha
Kiraataarjuniiyam of Bhaaravi
NaiSadhiiyam of Sriharsha
Mallinatha Suri was a great commentator
and he has witten commentaries on all these.
.
While on this subject, I recollect some sayings
on Sanskrit Kavyas.
upamaa kaalidaasasya bhaaraverarthagauravam .
daMDinaH padalaalityaM maaghe santi
trayo guNaaH..
These books were available once upon a time
with Nirnayasagar Press, Bombay, Chowkhamba
Press, Benares and Motilal Banarsidas, Delhi.
I have made it a point to post all sanskrit items
by using Itrans 99.

That must be why I find him so much more difficult than anyone else.
Vasudeva's Yudhisthiravijaya with its yamaka was very difficult for me, but in
the end even he was easier for me than Magha, I think.

It does, absolutely. I felt that the verse must be construed this way, but I
thought it curious that Mallinatha did not repeat nagaram.
