vah is sakarmaka and the second karma is inferred here from the previous shlokas. This 
does not agree with the conventional rules of grammer/style of Nijanta forms. 
 
The only reasonable explanation is that the poet has exercised his discretion in 
forming this shloka. Poetry often leaves something to the imagination, else it would 
be prose.

asmad, yushhmad, and tad [gender?] can be implied). 

e.g. (modified from various texts)

aya.n devadattaH pushhTaH (asti) | parantu
(devadattaH) divA na bhuN^kte | ataH (devadattaH)
rAtrau bhuN^kte | 
The kartA is dropped due to immediate earlier
reference. 
(2a) (aha.m) gachhAmi |
The kartA is optionally dropped because the verb
conjugation admits no other choice. 
(2b) chArudatto vadhastambha.n nIyate | BUT 
(2c) (tva.m) tatra nIyase |
In (2c) the karma-kartA is dropped because the verb
conjugation admits no other choice. Cannot be done in
(2b).

Are there any examples of karma just being dropped?

Of course, if "vah" can be akarmaka meaning "to carry
something", then nothing is dropped, and no matter.
However, I have never thought of "vah" as akarmaka.

This was incorrect in my translation in 15-18, the word was correctly translated in 
15-6.
 
As pointed out by Sri Vaidya
