Namaste,
I read all the suktas in Rigveda where Ushas is the devata. The
ideas of this poem are certainly there, but not in a unified form.
My guess would be Tagore who could have captured the
sensitivity of these suktas, and put them in such contemporary terms. [Many
of his 2000 songs in Bengali still remain untranslated!]
