In Unicode fonts, you use halant to encode ligatures:
पत्त्र pattra
This is encoded as p+t+halant+t+halant+r
Thus, in HTML:
पत्त्र
It is the rendering algorithm that will try to remove the halants in
favor of ligatures.
If your browser is Unicode compliant, and if you have loaded Sanskrit99
in your workstation,
you should see proper devanagari rendering in e.g.
