Your algorithm is very useful. I just want to add one more point. Pl. check.

**If repha follows then 'r' is dropped and the preceding hrasva vowel is
lengthened.

(there is nothing more to do, this is the final form)

The only other issue that needs to be addressed in the algorithm  is the
subsequent sandhi. Could you please clarify where sandhi should NOT take
place.
