1.2     *Background:** *TG is in the early stages of moving to the next
generation of enterprise architecture.  This includes enterprise portal,
ESB, SOA, DSB, database, and various multi-tier distributed technologies.



1.3     *Objectives*:  The purpose of this effort is to engage a qualified
specialist in the realm of Oracle WebCenter Suite products, to help us
migrate from Weblogic portal and to develop the Portal framework to serve as
the foundation for future portal projects.



*2       SCOPE AND TASKS: *





2.1    *General*:   The contractor shall work jointly with the TG Enterprise
Architecture, Enterprise Project Management Office, Technology Services and
Product Management groups. The contactor will be responsible for providing
Portal technology/architecture expertise and guidance. Specific items we
would expect to be addressed are detailed below.



2.2           *Contractor Responsibilities*:



·        Develop Portal framework using OWCS.

·        Port existing Weblogic Portal (WLP) code to Oracle WebCenter Suite
(OWCS) – Move from Beehive/JPF based portlets to JSF/ADF Faces based
portlets

·        Build composite portal applications with multiple ear files, for
managing portal application lifecycle with multiple TG product lifecycles.



*3                **EXPERIENCE AND SKILLS REQUIRED:  *



The contractor must have a minimum of 5 years technical experience in
developing and/or maintaining complex business systems in a large
distributed environment reliant on Portal technology.  They shall be
familiar and skilled with building scalable multi-tier web applications
using JavaEE/Java, XML, JavaScript/HTML, Portlets, and database
technologies.



Besides the necessary Portal expertise the Contractor needs Java EE
technologies exposure – including some if not all of the following: Portlets
development using Oracle WebCenter Suite, Oracle ADF, Web technologies and
frameworks (JSF, JSP/Servlets, Struts, Apache Beehive), Component
development using EJB 3.0, ORM technologies and frameworks (JPA, Oracle
TopLink, Hibernate, iBATIS), other open-source Java frameworks
(SpringFramework, JUnit, log4J, etc.).



Experience with using source code control, versioning and dependency
management software –Subversion, Maven, Ant and IDEs – Eclipse.



The contractor should have experience with IBM DB2/UDB IBM DB2 and stored
procedures.



Experience with performance tuning and UML is a plus.



Experience with student loan programs and software or the development and
implementation of customer facing Financial Services software is a definite
plus.



The contractor must have strong oral and written communication skills and an
ability to communicate effectively with other team members, business
partners, and project managers.
