*Position : Medicaid Business Analyst - TX - need by 10am.* *6+ months* *Austin, TX * *Rate: Lower the better* Must have strong Medicaid background if they worked in TX huge plus. HHSC Enterprise IT is currently in the planning stage of an enterprise data warehouse (EDW) initiative by: · Obtaining matching federal funds for this initiative through the development of multiple federal Advanced Planning Documents (APDs); · Creating a Request for Proposal (RFP) that clearly defines the services and deliverables required of a single vendor to design and implement the enterprise data warehouse; · Contracting with and managing a single vendor for the design and implementation of the enterprise data warehouse; · Establishing an enterprise Business Intelligence Competency Center; · Creating and maintaining data management and governance standards. Worker responsibilities may include: · Interviewing users to gather and/or validate requirements. · Documenting business knowledge from business subject matter experts. · Identification and documentation of business processes – produce functional and technical specifications as required. · Decomposing high-level business and stakeholder requirements into business requirements at an appropriate level of detail and writing complete documentation according to standard templates, using clear, concrete, and concise language. · Quickly developing business knowledge about existing systems and capabilities and applying this knowledge to stakeholder requirements and data needs. · Understanding business requirements and how the data supports those requirements to help users leverage warehouse data. · Developing relationships and acting as a point of contact for requirements-related questions, including ability to work with a mixture of personality types, following through on commitments, and tactfully communicating sensitive information. · Meeting coordination, facilitation, and presentation. · Assessing EDW implementation’s impact to existing process flows · Participate in cost estimation of process revisions, qualitative benefits, and quantitative benefits · Development and maintenance of project documentation – business process flow diagrams, use cases, etc · Research and summation of findings in a concise easy to understand format. · Participation in planning and establishment of data governance structure. · Participation in coordination efforts to establish data standards. *Other Special Requirements: * If the Vendor or any of its Workers participate in the preparation of specifications for any solicitation (e.g. Request for Proposals (RFP), Request for Offers (RFO), etc.) that may result from work performed by the Vendor under this agreement, or if the Vendor or any of its Workers are capable of influencing the development of such specifications by virtue of the Vendor’s work under this agreement, the Vendor and its Workers are prohibited from performing any services or receiving any compensation under a contract resulting from such a solicitation. *II.* WORKER SKILLS AND QUALIFICATIONS * Minimum Requirements:* Years Skills/Experience 8 Demonstrated ability to work on complex business problems, analyzing and evaluating current business methods and procedures for improvements. 5 Prior work experience with Medicaid Operations related MMIS systems (preferably Texas MMIS - Compass 21/ Vision 21); and Medicaid related interfaces or reporting. 5 Expert knowledge and understanding of the functional organization and process flow of an enterprise Medicaid environment. (preference given to prior experience with Texas Medicaid enterprise) 5 Good understanding and prior experience of Medicaid policy and program for Acute Care or LTC programs. 5 Experience visualizing, diagramming and explaining To-Be business process flows. 5 Expert with Microsoft Office suite (PowerPoint, Word, Excel, Access, etc.); and modeling and mapping tools (such as Visio). 3 Demonstrated ability to conduct productive meetings – adherence to meeting agenda, documentation of meeting outcomes, and the ability to drive to closure Action items Strong Experience working successfully with technical and non-technical groups, work independently with direction from a project manager, and proven ability to manage multiple responsibilities. Strong Outstanding oral and written communication skills and the ability to interact professionally with a diverse group, executives, managers, and subject matter experts. Degree or Equivalent Bachelor’s degree in Computer Science, Information Systems, or Business or equivalent experience.
