*JOB Description:*
- This position requires an individual with strong analytical skills and
experience in:
Ø Business Rules
Ø Claims
Ø Business Process Modeling
Ø Ability to write and understand business and functional requirements
Ø Ability to comprehend a complex business process and author use case and
test case.
- Please ensure that your candidates have strengths in these areas.
Please do not submit general business analysts with no structured
background in business rules or claims processing preferable Medicaid
Operations and Manage Care background.
- The candidate must have good people skills.
- Experience in healthcare insurance
*Specific duties include, but are not limited to:*
- Working and Using an Agile Methodology as it relates to completing
sprints and working on tasks that are included in daily standups and
reporting.
- Develop business rules via interviews, translation of governing
documents and other means.
- Conduct JAD Sessions with the Product/Program Owners and other
affected parties.
- Serve as team expert on Claim Adjudication, Reference, Waiver
Programs, Managed Care Organization, Medicaid Policy and related topics.
- Perform leadership type functions such as the management of small
teams and external vendors (2-5 resources).
- Research business rules, requirements, and models.
- Maintain business rules, requirements, and models in a repository.
- Other project-related duties.

*Required Skills (rank in order of Importance):*
- 8+ years’ experience in government IT projects as a business
analyst or related duties
- 6+ years’ experience eliciting, mining, and documenting business
rules, processes
- Superb written and oral communications skills, including the
ability to write requirements and Use Cases. Very Strong proficiency in
English is required.
- Experience and ability to obtain business processes and
requirements information by interviewing business personnel and by mining
laws, regulations, and policy documents.
- Strong knowledge of formal business process documentation.
- Strong Understanding of State/Commercial Medicaid Claims, Benefit
Plans, Claims Payment Cycle, Waiver Programs and Reference
- Strong understanding of business modeling techniques, including the
use of graphical process flow software
- Ability to effectively communicate to executive management, line
management, project management, and team members.
*Required Education:*
Bachelor’s degree in a technical, business, or healthcare field.
*Preferred Skills (rank in order of Importance):*
- Knowledge of the Agile Business Rules Development (ARBD)
- Knowledge of Agile Methodologies
- General Subject Matter Expertise as it relates to Medicaid or other
healthcare insurance experience (project or operations)
- MMIS experience (project or operations)
- Medicaid eligibility experience (project or operations)
- · Microsoft Office Project/Project Server
