Please send the resumes at [email protected] Job Title: Sr. Healthcare & Technology Consultant Location: Columbia, SC Duration: 9 Months SCOPE OF THE PROJECT: The Senior Healthcare and Technology Consultant supports the organization and major projects indirectly by providing expert consulting related to the Department's process, culture and technology transformation. This senior leader is a trusted partner of the project leadership and the CIO in driving SCDHHS through significant process transformation toward its goal of becoming a performance-driven organization. By focusing on the innovation, transformation, industry (healthcare, public sector and Medicaid) context, and technical modernization the senior consultant enables the CIO to focus on the process improvement and transformational aspects of the Departments' needs by working with the State's stakeholders, provider community, and Medicaid beneficiaries to build strong relationships and drive innovation. This individual will provide broad support to the MMIS project (its team, leaders as well as SCDHHS executive staff) as well as working to connect and assist the collection of modernization projects currently underway at SCDHHS. In addition to the MMIS, other projects include the Eligibility and Enrollment Member Management System and the replacement of Medicaid Eligibility Determination System (MEDS) along with related requirements for MAGI-eligibility and connections to the Federally Facilitated Exchange (FFE); implementation of ACA-related operating rules and ICD-10 in the existing MMIS system (mostly mainframe as well as other projects driven by programmatic goals and objectives and coordinated through the Department's Project Management Office (PMO). These projects are highly complex and demand an exceptionally strong candidate with diverse experience able to communicate and present to senior leadership. DAILY DUTIES / RESPONSIBILITIES: The Senior Healthcare and Technology Consultant will be responsible for the supporting the MMIS project leadership in meeting the program's goals and deliverables in 2014. The focus will be on helping the program team refine strategy, ensure the strategy aligns with industry directions, resolve complex project dependencies, outline implementation approaches (in-house work/expertise, RFPs, etc...). Support Transformation Vision and Direction Drive refinement of the MMIS strategy and its impact to the enterprise architecture and infrastructure planning across the organization Understand the complexity of the Medicaid environment and be able to effectively envision, communicate and facilitate a path to transformation Assist the team in developing a services strategy and the capacity to govern and operate a complex services-driven architecture Facilitate strategic planning and advise program leadership, CIO and executive staff on impacts Connect program efforts with emerging and new technologies (within Medicaid/Health IT and beyond) and their potential impact for the organization Drive Project Planning and Ensure Timely and High-Quality Deliverables Drive refinement of the MMIS strategy toward an operational strategy Support development, refinement of the project schedule with an emphasis on identifying risk, developing alternatives, and ensuring the plan can be executed Support the development of internal project plans and staffing and/or RFPs as needed in support of the program Keep the program team on track and schedule including the delivery of key milestones in 2014 REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE): Experience working as a consultant in support of an organization and senior executives Experience in healthcare IT such as claims payment, insurance systems, health data analytics, and/or enterprise-class EHR/EMR (hospital systems) Experience leading teams and/or organizations through significant process transformation Experience leading small high-performing teams using agile methodologies Application and/or systems development experience (multi-tier service-based architectures and mainframe architectures) Experience as a driver of business process improvement including operational efficiency, service delivery and information management across an organization Expertise in budget planning, financial management, and resource management including the ability to develop cost-effective approaches to organizational needs Ability to communicate effectively both written and orally including the abilities to work senior leaders (inside and outside the organization) and to articulate technology solutions in business terms Willingness and ability to effectively engage with people and organizations on a continuous basis Knowledge of trends in technology and application development and a passion and excitement to remain open to new and changing ideas and approaches At least 8 years of experience in Information Technology and 3 years of experience in a leadership or management role PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE): Experience in health care information technology including public sector (Medicaid, Medicare, Tricare), commercial insurance, and/or hospitals or other health providers Experience in IT and/or business operations for government payer programs (Medicaid or Medicare) Experience with IT and/or eligibility operations for Medicaid, SNAP and/or TANF programs Understanding of the Medicaid Information Technology Architecture (MITA) Understanding of the Medicaid Enterprise Certification Toolkit (MECT) REQUIRED EDUCATION: Bachelor Degree or equivalent experience; Master's Degree preferred.
