Researches, collects, and reports information on the ability and capacity
of company products and competing equipment. Aids in the design and
development of equipment and systems, and redesign of existing systems to
fulfill the needs of customers. Responsibilities also include providing
equipment functionality and capability reports, and acting as technical
liaison to a team. May require a bachelor's degree in area of specialty and
at least 2 years or equivalent experience in the field or in a related
area. Familiar with standard concepts, practices, and procedures within a
particular field. Relies on limited experience and judgment to plan and
accomplish goals. Performs a variety of tasks. A certain degree of
creativity and latitude is required.

 Introduction

The Division of Local Government (DLG) in the Dept. of Local Affairs (DOLA)
is working with the Governor’s Office of Information Technology (OIT) to
extend their existing grants management application to support the Local
Government Marijuana Impact Grants program.  The program came in to being
as the result of an election and subsequent enabling legislation.  The
purpose of the program is to provide assistance and resources to counties
that are experiencing impacts to services or budgets as a result of the
cultivation, testing, sale, consumption, and regulation of retail marijuana
and retail marijuana products in the state



The existing application has an Oracle database back-end and an Oracle
Forms/Reports front-end.  The extended application will utilize Java Server
Faces (JSF) pages as a public-facing portal to support several aspects of
the grants management process.  These include but may not be limited to:
online application intake and review, intake of quarterly performance and
financial reports, submittal and initial processing of reimbursement
requests, and monitoring activities.   The DLG, along with OIT, is looking
for a mid-level developer that meets these qualifications to work on a
small team responsible for this work.



II.          Background

The Colorado Division of Local Government (DLG) was created in 1966 to:

Provide technical assistance and information to local governments on
available federal and state programs and act as a liaison with other state
agencies concerned with local governments.

Be a source of information to the Governor and General Assembly on local
government needs and problems.

Perform research on local government issues.

 III.        Qualifications

The mid-level developer chosen for this three month contract will:



Review, analyze, and modify programming systems including encoding,
testing, debugging and installing to support DLG’s application systems
using existing frameworks and support tools. Requires a bachelor's degree
in area of specialty and at least 3 years experience in the field or in a
related area. Candidate must be familiar with a variety of the field's
concepts, practices, and procedures. This position relies on extensive
experience and judgment to plan and accomplish goals.



Requires three years of experience with Java and experience writing
PL/SQL.  The developer must be familiar with NetBeans, Junit, Jenkins, and
Team Foundation Services.  The ideal candidate will also have experience
with the Wildfly application server platform and with the Oracle Developer
Suite, also known as Forms and Reports.

Work will be conducted on site at 1313 Sherman Street and 1560 Broadway,
Denver, Colorado. These are the main sites for DOLA and the OIT development
team, respectively. There will be minimal work from home opportunities.
