Listed as short term assign as the original PO will still be used. Once the PO is depleted, the manager will extend to potentially a 6 month assignment: Would like to see a senior level business analyst who is familiar with the Environmental Protection Agency’s CROMERR reporting requirements. The assignment will focus on review of DEQ EPA reporting processes and compliance to EPA CROMERR Senior Business Analyst Skill Set Summary Design and document bureau or department wide IT solutions or when new technology is involved Provide professional technical expertise in IT project estimating and budgeting. Assist technical architect or data base administrator to draft technical database model that captures requirements of data elements and designs data elements to best meet application needs Develop and manage defect tracking logs and facilitate problem resolution. Define requirements for disaster recover planning and implementation. Elicit requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, task, and workflow analysis. Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs. Proactively communicate and collaborate with customers to analyze information needs and functional requirements and deliver the following artifacts as needed: (Functional requirements (Business Requirements Document), iii. Use Cases, GUI, Screen and Interface designs) Work independently with clients to define project concepts and business cases, under direction of project manager Drive and challenge business units on their assumptions of how they will successfully execute their plans. Strong analytical and product management skills required, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements. Communicate and interact professionally with a diverse group, executives, managers, and subject matter experts. Serves as the conduit between the customer community (internal and external customers) and the software development team through which requirements flow. Develop requirements specifications according to standard system development methodology templates, using natural language 5 years of experience working in large scale software systems, with Object Oriented programming language such as .net framework, asp.net, Visual Studio, Internet Information Services, and Javascript is highly preferred. 5 years of experience directing the analysis, definition, and documenting of system and business requirements with clients, for large scale systems. Business process design and re-engineering. 5 years of experience developing technical designs in consultation with application/solution architects to set direction of design and development for large application development projects. Reviewing technical designs and specifications for completeness and conformance to quality standards, especially as a mentor to less experienced systems analysts. 5 years of experience developing system and unit test plans, test data and scripts regression testing, and performance/stress testing for application validation and verification. Manage defect tracking for large scale systems implementation. 5 years of experience performing extensive analysis and design working on large projects that require exposure to all aspects of the systems development life cycle (SDLC) and creating and maintaining documentation in conformance with established design standards usability standards, UML, and configuration management. 5 years of experience evaluating user requests for new programs or modified program components to determine feasibility, budget and time estimation, compatibility with current systems, and computer capabilities.
