*Short Project Description: *
The project – Next Generation Tax System (NGTS) – is the initiative from
Washington State Employment Security Department (ESD) to implement the TAX
side of Unemployment Insurance (UI) system. The system will manage the
records for all employers of the state of Washington, process Tax and Wage
reports and assist the ESD staff to be able to collect the taxes and audit
the information more effectively.**
*Position Details **– Business Analyst***
*Purpose Description: ***
This position requires to work through requirement analyses, elaboration and
building detailed specifications for functional components and reports.
Candidate must have a track record as a business analyst in large
application development preferably in Tax, Benefits or Insurance domain with
strong analytical skills. Candidates will work directly with the client
business owners and representatives in for detailed requirement
understanding, documentation and with internal teams supporting the business
understanding during design, development and testing.
Preference will be given to the candidate with unemployment insurance/ state
government experience.

*Work Description:*
Participate in and facilitate Joint Application Design (JAD) sessions with
client representatives to elaborate various artifacts, including the Use
Cases, GUI specifications, Reports and Business Rule specifications
Review artifacts and specifications with client representatives to confirm
requirement details
Work with design, development and testing team during implementation to
provide support and confirm understanding of the requirements.
*Skills Required* (*provide specific details around tools, client
environment, certifications needed, etc):***
*Skill / Experience Required: ***
1. Minimum three (3) years experience in a Business Analyst as member of
the team.
2. Excellent communication skills and strong Analytical skills -
including group and one-on-one sessions with client
3. Good writing skills documenting the requirements into specifications
4. Ability to interpret and apply documentation standards
5. Experience supporting tax, benefit, insurance or finance related
systems analyses and development efforts preferred
