There are (almost) no restrictions on redistributing SAP DB.
The only thing mandated by the GNU General Public Licence:
- you must state somewhere that SAP DB (but not your software)
is published under the GPL
- if you sell your product on CD-ROM, a copy of the source code
of SAP DB must be included
- if you make your software + SAP DB downloadable, a link to 
the SAP DB sources must be provided. This has to be a link
to your own server and not to our server as we might change
server names, file names etc.

JDBC and the other programming interfaces
 are distributed under the GNU Library Public
Licence. This means that you can link them with your own 
software without your software being Open Source.

So you don't have to pay or sign anything if you
want to redistribute SAP DB or parts of it.
