Why would you want to develop this rather than use one of the debugged and working implementations, like: http://www.webdav.org/mod_dav/ ?

It would be infinitely more productive to package up Apache and mod_dav with a mod_sapdbadmin and ship that, it would be a lot easier to make a sane interface (ODBC comes to mind) and glue mod_dav to that through Apache, I'd think.
