You should open up a note on SAPNet/OSS for this.

But heres a hint:
Do not use sap* to do any customizing or configuration in the system.
The first thing you should do after a client copy is to create an apropriate 
administration user in this client with transaction SU01. You can copy user "sap*" to 
your admin user for example (even if sap* is not in the user list, its there).
