The database kernel does not store the autolog state, but the dbmserver which is used by the dbmgui and the dbmcli does. So starting the database by enabling the NT service is not the recomended method. Instead you should use the official interfaces (dbmcli/-gui) and put them into boot or shutdown scripts.
