Yeah, Bruce points out the 0 inventory flag - "Allow checkout with 0 inventory". However, I seem to recall finding that even with that flag set, products, options, variants, etc. still show up in the product listing & detail pages, which I believe is what you are trying to prevent. My template code was offered as an example only to show usage -- I left it up to you to drill down to the accurate configurable product option passed into the view.
The ifnotequal tag does work ... you just have to use it on the right object -- in your case, the variant created from an option (which, incidentally, you will find saved in the product table if you take a look -- so, product.items_in_stock is still likely to be the right place to start, Mike).
