One possiblity is to throw the load on the warehouse by treating the 3
as different SKUs.

They get 10 pallets in, immediately break up one into cartons and one
into individual gallons.  They also have to do internal transfers to
explain the pallets disappearing.  When they need additional
individual gallons, they break up an existing pallet.

If they do that, how would I express quantity on hand to the
customer?  "Sorry, we don't have any gallons.  We have 3 pallets of
gallons, and 5 4-packs."

I see that approach as shakier than settling it somehow in the sales
area.
