The answer to that is slightly complicated.  The $10 cert will encrypt
all the traffic for you.  The $250 cert requires they do a minor check
to see if you are who you claim you are.   Then, newer browsers will
show your site address in the address bar with some sort of
acknowledgement.

For example, go to http://gmail.com.  In Firefox, it shows the words
"google.com" in blue next to the address.  That's the "premium cert"
doing that.  The $10 cert doesn't.

Thing is, almost no customers really know that or notices.  I
seriously doubt anyone loses sales based on the absence of a premium
cert.
