In my site settings/Satchmo Shop Settings/Required billing data, I've selected State/Province to be required. However, at https://localhost/checkout/ the checkout form has Not Applicable in this field, so that state information cannot be entered at all. I've restarted my server, but this error still persists. Perhaps there is another setting I've missed that is causing this? Any idea how to fix this? Any help would be appreciated. Thanks.
