Ok. I tried to include a minimal set of changes in this branch, so it
is unlikely merging will break anything.

The branch is usable right now, so you can test it.

I'm thinking of something: I added the code to manage GPG keys, and a
'no-gpg' option in sv_users; however, since it is time-consuming and
not very useful atm, maybe it should be replaced by a 'with-gpg'
option (a behavior like the webgroup options).

I don't think so. The changeset is small, and should then be improved
