Yes, it is. This way the feedback is easy to read and hard to avoid. The point
is to keep the feedback until another page is loaded.
The only thing that annoys me is the fact that in rare case, it may make
difficult to access some links on the page. So maybe the feedback itself
should remove itself on click (making the feedback a link that reload the page
could do the job, maybe).
But apart from this minor annoyance, it permits us to have a clearly visible
feedback. Previously, this feedback was on top of the page. I had the
opportunity to see end user wondering where was the feedback and scrolling
down and up, with the previous feedback rendering. I think this one is more
bullet-proof in this regard; one can hardly ignore it.

After submition of a bug report (or a comment), the page is rendered with
green rectangle, containing notification message: "item successfully updated;
Mail sent to ...". If page is scrolled, the rectangle is still located at the
top of the page. Is this the way it is supposed to work?
I attached the screenshot (savane 1.0.5 in galeon-1.3.17).
