But why does it have to do that each time, and not only when a new
group gets created?

Creating 5000 groups and 30000 users accounts at once surely takes
time. 
But what matters is the time it takes to create say 2,3,10 accounts in
a run, because it is unlikely that it will have to do more, in normal
circonstances.
