Would it be easier to have only one function used everywhere?

I think it would be acceptable to have bold in a comment of an attached
file.

The issue is about restricting formatting.

On original news items and project description, we want everything (headers
and hr)

On items comments and original submission, we want everything but headers (I
think hr is fine for comments)

On shorts comments like CC comments or attached files comments, we only want
the most basic things.

I do not thing any <p></p> should be added on a simple string. Why would it
be so? Is it necessary?
