Either ways are good, since they allow mails to be grouped in a thread. Perhaps
in reference to the latest comment would be better.

I guess it means saving msg-id in the database and passing it as extra header
to mail(). Why not.
Would it be best to add In-Reply-To in reference of the original bug or of the
latest comment?
