The immediate task where you can help is implementing the base web screens, so we have something to install and test at Savannah, possibly by migrating applications progressively (trackers, news, etc.). Cf. the TODO file. About Debian packaging, I talked with Roland Mas at RMLL who mentioned that FusionForge's approach is to let Debian handle dependencies and then provide the user with basic instructions to configure those dependencies (LDAP server, Git, etc.). I think that an alternate approach would be to just install Savane without system dependencies, along with a script that will install and preseed/configure them automatically.
