I turned these all on.  Results so far:

Bugs Tracker is still off by default in all projects, regardless of Group
Type, despite the Group Type saying they should be available.  When I try to
turn it on this This Group Active Features, I can't.

Making changes to anything in This Group Active Features doesn't work, with
the sole exception of turning off and on the Mailing List option (that may or
may not.

The default admin group still has nothing available under This Group, Active
Features, though a "test2" group in the same "default" Group Type *does* have
the options available (I just can't enable/disable them, except for Mailing
List).

Good news!  I can now create tracker items, and edit them!   Yay!   So,
enabling the php.ini items you mentioned did fix one of the issues (I have
not yet dis-enabled them one by one to see the results of that.  I'll post a
followup after I have done that.)  This also tells us that #711 and #712 are
actually different after all.  The can't-create-or-edit Tracker items issue
is not the same as the can't-edit-active-features-for-groups issue (which may
actually contain a third issue, the missing Bugs Tracker option).

This also tells us that the php.ini compatibility options thing needs to be
documented, in the short term, and more importantly that savane needs to be
updated in the not-very-long term to use at least PHP4 since hardly anyone
anywhere is running PHP3 any more and most PHP4/5 installs will not have
these compatibility options turned on.

I created an all-new Group Type, and a new Group within it, and the following
problems still remain:

* Bugs Tracker is off by default despite it being allowed in Group Type
(attempting to go to what its URL should be results in an error message that
this feature has been turned off in this group)

* Can't change This Group, Active Features at all except "Mailing List"

And as noted, none of this fixed my admin/default group, which still has no
options available under This Group, Active Features, though new groups in the
default group do have features available.  Weird.

So, any other php.ini things you think should be turned on?  And the partial
list of php display_errors messages I sent earlier - do they relate?
