Why is there a distinction between GNU and non-GNU on Savannah? In addition to what the others wrote ... well, it is simply a fundamental distinction. GNU packages have been accepted as part of GNU, and as you know there is a nontrivial process for that. Non-GNU packages have not. I'm a bit baffled as to why you're asking.
