For the last 5 days, Mirmon has been reporting "hangs" with the rsync
URLs of netcologne.de/gnu [1] and netcologne.de/savannah [2].
I asked the netcologne admin for any clues (e.g, a change in the
settings of the rsync server). He was kind enough to look into the logs
(see RT #842785). These show that both download0.savannah.gnu.org and
download0.savannah.gnu.org did make connections to the rsync server
today, and that the server did send the timestamps:

Do you have any idea why Mirmon reports these connections as "hangs"?
