OK... I would phrase it this way:
1) go to the project's page on Savannah
2) in the menu across the top, look for the "support" or "bugs" item, which is
a pull-down (or auto-pull-down) menu for actions relating to issue tracking
Which seems reasonable to me.
One odd thing: At least on the man-db page, the "support" and "bugs" items in
the top menu seem to have the same subordinate items. (Though this may be
intentional.)
