I had this problem too. When you are on the page showing the list of open bugs
(for example https://savannah.gnu.org/support/?group=administration), you
expect to see a link to "submit a new issue" (and one for "search issues"). I
actually clicked "submit" under the "tasks" pop-up menu before finding it
under "support". I expected the list of links with pop-up menus to be taking
me to other sections of the site, not related to the bug-tracking section that
I was on at the moment.
