I don't think there is anything to clarify. Either the WORD is wrong or I am
reading it the wrong way; from the link you indicated (two places):
"...either version 2, or (at your option) any later version."
My option is to use version 2. You push for "later". When "later" is "now",
I might reconsider the submission of my program to the GNU project.
Anyway, the material has already been released under the GPL and the FDL.
