The full GNU GPL header specifies the version (2 or later), and the
non-warranty statement may need to be complete in order to be legaly
significant.
I admit that, not being a lawyer, I can't explain everything from
maintain.texi - however I don't have authority to dismiss part of it either.
How about asking [EMAIL PROTECTED] They this clarification could make it to
maintain.texi.
