Follow-up Comment #5, task #8869 (project administration): In general, there is no problem with a project having some files be GPLv2-or-later, and other files be GPLv3-or-later. (The -or-later is crucial.) There can be good reasons for doing this. I'm afraid I didn't have a chance to look at the sources here, but it's not a blocker as far as savannah approval goes.
