Hi,

it doesn't have to be a working project.
We just want to make sure the maintainer knows how to properly license and
copyright the distributed project. 

If you make and show us a minimal project, let's say with one .c and a .h and
a README, it is enough.

For example the first thing contradicting is the intented license (not the
same thing as a copyright notice btw). The text says LGPLv3 but the
registration details say GPLv2+.
