Whether intentional or not, your unwritten naming policy is clearly a
capricious one that penalizes projects fortunate enough to get your attention.
Clearly, the word "open" does not have such poisonous connotations to all
persons in positions of authority @gnu.org; and what an applicant "must" do
varies.
