Hi Tim,
intltool-merge.in, intltool-update.in are GPL Version 2 only, without the "or
any later" clause. Can you ask the copyright holders about this or create/find
a replacement? In these files the address of the FSF is also outdated. They
have moved to Boston 15 years ago or so.
