I'm pleased to report that after a couple of tiny tweaks, the package builds
and seems to run happily without those files. Thank you both for your help :)
Sebastian, I will add licenses to the .po files as you suggested.
Is there anything else I should do to make it suitable for savannah.gnu.org?
