Follow-up Comment #2, task #10072 (project administration):
ABOUT-NLS is pulled in by gettextize/autoptoint, and config.h.in is
automatically generated by autoheader, so I think it's very unfair to impose a
requirement for a presence of copyright notice for these files. If anything,
this should be a (wishlist?) bug to gettext/autoconf but either way should not
prevent acceptance of the package at Savannah.
